Head of Government Partnerships

Hopp’s head of government partnerships works on green lighting our free-floating scooter sharing service with local governments all over the world, whether through legislation, verbal agreements, declarations of intent, or written agreements.

With great power comes great responsibility. You will be:

• Assisting Hopp’s sales team and franchise account management teams on getting various types and degrees of permits from local governments.
• Communicate the benefits of micromobility to elected officials, appointed officials, and other relevant parties.
• Developing content for presentations, correspondence, and testimony.
• Attending City Council or Commission meetings to testify in support of preferred micromobility policies.
• Building strong rapport with clients to drive long-term relationships, including city staff, and elected officials.
• Transferring knowledge to Hopp’s Franchise Development team to ensure compliance with local regulations.
• Working with international municipalities on designing and implementing e-scooter regulatory frameworks.
• Pre-vetting municipalities and nation-states for e-scooter regulation status
• Working with local legal experts in local municipalities.
• Scouting open tenders/RFP’s in Europe and the US.
• Finding and monitoring global and regional Tender/RFP platforms.
• Leading the writing of applications to open Tenders/RFP’s or working with an internal/external team on writing them.
• Working directly with the CEO of Hopp on the further development of your department.
• Tracking each municipality's progress in our CRM platform.
• Working with national and regional trade organizations on collecting contacts with municipalities.

To do all that, we’ll need an übermench. Someone who is:

• Educated at a university level in a field that is useful for our purposes - law, politics, business, etc.
• Deeply experienced in working with (or inside of) local governments.
• Able to read this job description - therefore being fluent in English.
• Great at writing documents or presentations to be submitted to cities.
• Experienced in navigating the jungle of local government bureaucracy - finding the right people to talk to.
• Strong proposal writing, communication, and interpersonal skills.
• Comfortable with taking on additional responsibilities that may be outside your job description.
• Familiar with different organizational paradigms.
• Comfortable with working in a highly demanding, fast-paced environment - diamonds are made under pressure.
• Quick at learning new concepts.
• Familiar with technology and tech industry lingo.
• Familiar with governmental and legal lingo.
• An efficient communicator - you’ll be spending a lot of your time talking to people from all over the world.
• A passionate advocate for better ways of mobilizing cities.
• Thoroughly attentive to detail when analyzing regulatory policies, ordinances, and bills.
• Experienced in public speaking, especially in front of elected officials - for example, giving public comment at a City Council meeting.

Hopp brings shared urban transport to small cities by empowering local entrepreneurs, emphasizing sustainability, safety, and customer experience. We started in 2019 with only 60 scooters in Reykjavík, and only three years later, we are working with entrepreneurs in more than 13 locations across four countries, operating well over 4500 scooters used by hundreds of thousands of locals just like you.

We are a franchisor, which means that individuals launch, operate, and most importantly, own a Hopp franchise in their area on a local level. Enabling their investment in a rapidly growing market and launching their own fleet on an advanced software platform with expert guidance, curated best practices, and ongoing support. Franchisees can manage every aspect of their operation from a single comprehensive dashboard.

We are doing micromobility right and have a singular focus on making the service work for locals in smaller cities for their daily commutes.
